The Panel was satisfied that grounds of intervention existed under paragraph 32(1)(a) of Schedule 2 of the Administration of Justice Act 1985, namely that Pragnesh Modhwadia, Shyam Mistry and Idnan Liaqat (former managers of the firm) and the firm itself, had failed to comply with the rules applicable to them by virtue of section 9 of the Administration of Justice Act 1985 (as amended) - paragraph 32(1)(a) of Schedule 2 of that Act.
